Born into a good family with a single, albeit distant and scandalous, claim to the ancestors, Ben was allowed into the best classes and expected to marry well. He performed admirably but did not excel in academics. His skills were physical, making him the perfect candidate for sports teams and, eventually, security details. He served in the main security office for two years as an officer out of secondary school before falling in love with a sweet, first generation embryotic woman. When news of their relationship became public, he was dismissed from his position immediately. As a concession to his family, the chief security officer offered him a position deep below decks. With it came a reduction in rank and a societal stigma.
Having lost his officer rank, he worked up from crewman to chief quickly and managed his own unit. His men followed him, regardless of his choice of wife, because they respected him. He never asked them to do anything he wasn't willing to do himself and he treated everyone, regardless of status, with the same respect. Though his wife died early in their marriage, he never applied for another upper decks position again.
Family:
Ben's paternal grandfather was reportedly the result of an affair with an Ice descendant. Though DNA has confirmed the familial connection, it was never officially recognized by the Council. This connection, however, was known by everyone and allowed Ben more choices in school and career.
Ben's marriage to Christina Jones was considered scandalous for an Ice descendant - even an unofficial one. She died as a complication to premature childbirth. The baby, a girl, did not survive.
Allegiances:
In the early days of the rebellion, O'Neill tried to keep himself and his team out of the various raids issued by the main office. He knew many of them had friends among the Sons of Liberty and did not wish to test their loyalties. After the rebellion ended, and Commander Bonwick died, he encouraged all the below decks teams to apply for positions with the new department. Most refused - unless he applied as well.
